We have an exciting opportunity to join us in supporting one of our valued customers as a Program Manager III to work out of Wright-Patterson Air Force Base in Ohio. DEAMS is an accounting Enterprise Resource Planning (ERP) solution based on the Oracle e-business Suite (EBS), for the USAF and the United States Transportation Command (USTRANSCOM) as established by the Assistant Secretary of the Air Force, Financial Management and Comptroller (SAF/FM). DEAMS provides accurate and timely financial information using standardized business rules and processes and complies with existing laws, regulations, and policies. DEAMS is a long-term solution toward sustaining audit readiness and correcting financial reporting weaknesses. The Program and Functional Management Offices reside at Wright-Patterson AFB in Dayton, Ohio. The successful candidate shall have comprehensive knowledge of principles, policies and practices of DoD systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force.

Responsibilities

  • Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.
  • Will support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action.
  • Be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.) to include an audience of O-6/GS-15 personnel and above.
  • Be able to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives.
  • Be able to support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.).
  • Support program management reviews, senior level meeting/reviews and IMP/IMS reviews.
  • Be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management.

Qualifications

Required Education and Experience:

  • Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience, 5 of which must be in the DoD, or
  • BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or
  • 20 years of directly related experience with proper certifications, 8 of which must be in the DoD.

Desired Skills:

  • Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise. (Program Office, Enterprise, and Staff Level Support interface)• Able to plan, build, coordinate and manage the Integrated Master Schedule (IMS).
  • Coordinate IMS activities among PMO IPTs, provide reports and ensure IMS support for acquisition processes.
  • Advanced understanding of, and proficiency with scheduling tools to include MS Project
  • Experience with Agile/SCRUM is highly desirable
  • In addition to the skill set and qualifications listed above, possessing any of the following Certifications is also desirable:
  • Microsoft Certified Solutions Developer - Web Applications
  • Microsoft Certified Solutions Developer - SQL Server
  • Oracle Certified Professional Java SE (7/8) Programmer
  • Oracle Database (11 g/12c) Administrator Certified Professional

  • Oracle E-Business Suite R12 Advanced Financial Consultant
  • Certified Expert Oracle SOA Suite 12c** Certified Implementation Specialist"
  • Technical Specialist Engineer Support
  • Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook)
