    USfalcon, Inc. is seeking a contractor to support the Deputy Chief of Naval Operations, Information Warfare (DCNO N2/N6). N2/N6 requires management support services to facilitate Warfighting, Manpower and Business transformation initiatives. The services are for strategic, operational & tactical level support regarding current and future Requirements Generation/Capability Development, Programmatic, Budgeting, Cost-Control, Strategic Governance, and Policy initiatives. USfalcon seeks a resource to provide OPNAV N2N6 Planning, Programming, Budgeting and Execution (PPBE) support services to assist and support OPNAV N2N6 carry out its duties and responsibilities in the areas of Information Technology Efficiencies management and Portfolio Management.

    Responsibilities

    • Support IT Governance, and the roles of the CIO in ensuring governance, as it relates to coordinating issues and activities between Echelon I, resource sponsors, and Echelon II (EII) Command Information Officer by assisting N2N6 in coordinating and conducting Navy governance forums and boards.
    • Provide project management support for Governance and IT Compliance by assisting in setting direction, coordinating key stakeholders, facilitating action, tracking milestones, developing performance metrics, conducting assessments, crafting recommendations, and reporting status.
    • Assist N2N6 in developing process and procedures to review, assess and enhance enterprise architecture reviews and assessment.
    • Assist in the execution of the Cyber Survivability Endorsement guide by reviewing and providing subject matter expertise on various architecture, data, services, cybersecurity policy, and IT/IA TAB standards.
    • Assist N2N6 with the creation and modification of governance procedures to manage and synchronize the efforts of the Navy's Functional Area Managers (FAMs), and Echelon II Command Information Officers (CIOs).
    • Assist the Echelon IIs and subordinate commands with all FAM Portfolio Management (PfM) processes to include: application migration process, application waiver process, application selection and business case analysis processes, enterprise license process, and application server and network consolidation processes.
    • Support the Navy Information Technology Approval System (NAV ITAS) by assisting N2N6 in reviewing Information Technology Procurement Requests (ITPRs).
    • Assist N2N6 with conducting IT Systems certification and annual reviews for Defense Business, Enterprise, Warfighter and Intelligence Systems, using the DON CIO-approved IT Systems certification process in Department of Defense Information Technology Portfolio Repository-Department of the Navy (DITPR-DON).
    • Assist N2N6 in managing the Enterprise Services (ES), Command and Control (C2), Weapons Planning and Control (WPC) and Information Operations (Info Ops) portfolios while using DON Application and Database Management System (DADMS).
    • Support N2N6 with development of Enterprise network concepts and methodologies and with supplying analysis that highlights potential vulnerabilities and mitigation strategies. Possible analysis and technical support areas include: Data Center Consolidation (DCC), Enterprise Software Licensing (ESL), Enterprise Portals, IT Asset Management (ITAM), Cloud Computing Services, Mobility, portal consolidation, Enterprise Help Desk migration.
    • Support N2N6 strategy to continue Navy ESL consolidation approach.
    • Review Navy compliance with Federal Information Security Management Act (FISMA) requirements and take proactive steps to ensure compliance levels consistently exceed defined thresholds by tracking statistics for all Navy commands.
    • Support the development of Cybersecurity Policy.
    • Support Defense Cybersecurity Policy / Security Accreditation Working Group (DSAWG)
    • Review Joint and Navy (OPNAV/SECNAV) publications and instructions for conformance to Cybersecurity policy. Assist N2N6 in drafting Navy inputs to DON, DoD, Joint and Federal policies.
    • Support the implementation of improved Cybersecurity and network security constructs across the Navy enterprise.

    Qualifications

    • Bachelor's Degree and 1-5 years of general business service experience.
    • Experience preparing project deliverables and technical documentation.
    • SECRET clearance.
