    USfalcon Inc., company has a temporary need for an experienced Human Resource Specialist to support various staffing activities. The position will suppor our client, the National Transportation Safety Board (NTSB).

     

    The National Transportation Safety Board is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in other modes of transportation - railroad, highway, marine and pipeline - and issuing safety recommendations aimed at preventing future accidents. The NTSB employs approximately 400 employees located at its headquarters in Washington, DC and four (4) regional offices throughout the United States.

     

    Hours of work (24 hours per week) and work will be done onsite in Washington, DC. Metro accessible.

    Responsibilities

    • Applies Delegated Examining (DE) principles to ensure compliance with the Delegated Examining Operations Handbook (DEOH), veteran's preference, hiring reform, and accountability programs 
    • Review position descriptions for accuracy.Conduct job analysis and creates assessment instruments to attract qualified candidates
    • Conduct the full range of staffing and recruitment activities for complex high-graded positions
    • Analyze, evaluate, and resolve difficult staffing issues and develop appropriate recruitment strategies to address broad staffing concerns including turnover, vacancies, and modes of recruitment and staffing alternatives
    • Write white papers, advisories, memoranda or policy documents explaining HR programs, procedures, issues, or legal/regulatory requirements
    • Review and revise HR Policy documents

    Qualifications

    Experience working in a civilian federal human resources office is required.

    • Must have completed the initial DE training.
    • Extensive knowledge and experience in Merit Promotion and DE recruitment.
    • Proficient in the use of Microsoft software programs for the completion of work. Specifically, Word, Excel, Power Point, Outlook.
    • Experience in HR operational skills.
    • Strong written and verbal communication skills.
    • Experience in advising supervisors and managers at all levels on HR technical matters.
