    USfalcon, Inc. is seeking a Program / Human Capital Analyst to join our team to support the OPNAV Chief Human Capital Office (CHCO).  The candidate will provide support across Human Capital functions for Naval Intelligence including the Civilian Intelligence Personnel Office (CIPO) which manages HR operations, the Defense Civilian Intelligence Personnel Systems (DCIPS) policy team, the strategic workforce planning team responsible for development of strategic HR solutions based on current/forecasted gaps/risks, and the talent development team which manages career development, leadership development, succession planning and the Navy joint-duty-assignment (JDA) program.


    • Develop trusting client relationships
    • Work as an effective member of a highly collaborative team in support of the Chief Human Capital Office (CHCO)
    • Utilize consulting skills to assess the challenges faced by the client and create solutions that satisfy the client’s needs
    • Engage stakeholders to develop best practices/processes to improve talent management processes
    • Produce documents, presentations, reports, and other deliverables to address the client’s needs
    • Respond to emerging top priority requests from Senior Leadership
    • Effectively multi-task and manage priorities to cope with the demands of a fast paced environment
    • Manage the logistics of program/product implementation as required
    • Manage schedules and resources to support effective project execution
    • Facilitate meetings and capture notes
    • Develop appropriate metrics to help the agency to optimize its workforce


    Required Qualifications:

    • 3 years of experience in federal consulting
    • Excellent written and oral skills
    • Ability to interact with Senior level leaders
    • Quick and enthusiastic learner
    • Self Starter
    • Attention to details and follow through on tasks
    • Ability to develop trusting client relationship and be a team player
    • Proficiency with the Web, MS Office and SharePoint

    Desired Qualifications:

    • Experience working with Defense Civilian Intelligence Personnel Systems
    • Familiar with Navy HR and manpower process and procedures
    • Ability to develop and deliver innovative, cost effective Human Capital solutions that fit the client’s needs

    Education: Bachelors degree or equivalent work related experience


    Clearance:  Must have a TS/SCI clearance
