    USfalcon, Inc. is seeking a consultant to assist in collecting and analyzing workforce data and metrics to identify trends in support of the Naval Intelligence Activity’s (NIA) Chief Human Capital Office (CHCO) NIA CHCO manages human resources (HR) operations, the Defense Civilian Intelligence Personnel Systems (DCIPS) policy team, and is the strategic workforce planning team responsible for development of strategic HR solutions based on current/forecasted gaps/risks, and the talent development team which manages career development, leadership development, succession planning and the Navy joint-duty-assignment (JDA) program.


    The consultant will be a member of the team that provides the client with an ongoing data analysis, modeling and forecasting support and briefings pertaining to the organization’s workforce and the health of the organization. He or she will be a change agent to help the agency to improve processes and develop metrics to monitor progress.



    The consultant will facilitate strategic workforce planning and analytics by supporting the client to:

    • Provide analysis of workforce demographic data, employee climate survey results, performance management ratings and exit survey responses to generate insights into the organization, its people and its culture.
    • Leverage data trends and findings to understand underlying organization trends to facilitate strategic decision making, policy compliance and progress reporting of programs and initiatives designed to recruit, develop, and retain employees.
    • Review Human Resource Management System (HRMS) data sets for integrity, uniformity and accuracy. Sanitize data sets. Elevate data set issues and concerns to client and propose mitigation of those concerns.
    • Design models, including Microsoft Excel-based dashboards, and tools for workforce planning and forecasts to facilitate recruitment, development and retention of workforce excellence.
    • Analyze workforce demographics, attrition trends, etc., and develop sophisticated metrics.
    • Organize and build sustainable data models to automate current manual reporting processes to allow client to generate real-time, on-demand reports.
    • Prepare briefings for senior leadership.
    • Attend Intelligence Community-wide meetings and working groups as the organization’s representative.


    • Required Qualifications:

      • 3-5  years of experience in program support.
      • Proficiency MS Office with a least 3 years  MS Excel experience, including PivotTables, Power Queries, Dashboarding, Slicers, and other advanced data analytical tools and methods
      • Strong math (statistics) skills & excellent analytical aptitude. Ability to synthesize large amounts of data and identify key trends.
      • Ability to present data in a logical, concise manner.
      • Exceptional written and verbal communication skills.
      • Direct client support experience in a fast-paced environment.
      • Effective multi-tasking skills.


      Desired Skills: 

      • Understanding of federal human resource management system (HRMS) data systems.

      Education:  Bachelor's degree or equivalent work related experience


      Clearance:  Must have an Active TS/SCI clearance
