    USfalcon, Inc. is seeking a consultant to assist in collecting and analyzing HR Workforce data and metrics to identify important Human Resource (HR) trends to support the OPNAV Chief Human Capital Office (CHCO) to provide support across Human Capital functions for Naval Intelligence including the Civilian Intelligence Personnel Office (CIPO) which manages HR operations, the Defense Civilian Intelligence Personnel Systems (DCIPS) policy team, the strategic workforce planning team responsible for development of strategic HR solutions based on current/forecasted gaps/risks, and the talent development team which manages career development, leadership development, succession planning and the Navy joint-duty-assignment (JDA) program.


    The consultant will be a member of the team that provides the client with an ongoing data analysis, modeling and forecasting support and briefings pertaining to the organization’s workforce and the health of the organization. He or she will be a change agent to help the agency to improve processes and develop metrics to monitor progress.


    The consultant will facilitate workforce analytics by assisting the client to:

    • Provide analysis and understanding of workforce data to facilitate strategic decision making, policy compliance and progress reporting of programs and initiatives designed to recruit, develop, and retain World Class workforce.
    • Develop products by implementing the defined analytics and modeling methodology:
    • Collect reporting requirements
    • Conduct operations research studies
    • Aggregate and synthesize data from authoritative systems into metrics and analytics
    • Design models, tools for workforce planning and forecasts to facilitate recruitment, development and retention of workforce excellence.
    • Analyze workforce demographics, attrition trends, etc., and develop sophisticated metrics.
    • Organize and build suitable data models.
    • Preparing briefings for senior leadership.


    Required Qualifications:

    • 5 years of experience participating in HR operations and/or strategy
    • Strong math (statistics) skills & excellent analytical aptitude
    • Ability to synthesize large amounts of data and identify key trends
    • Ability to present data in a logical, concise manner
    • Experienced applying statistical methods
    • Extensive Excel skills
    • Exceptional written and verbal communication skills.
    • Direct client support experience in a fast-paced environment.
    • Effective multi-tasking skills.
    • Proficiency with the Web, MS Office and SharePoint

    Desired Skills: 

    • Experience with Defense Civilian Intelligence Personnel System (DCIPS).  
    • Understanding of federal human resource databases and systems.
    • Background and knowledge of Federal HR policies, processes, and procedures.
    • Experience developing dashboards.
    • Knowledge of database integrity and security standards.
    • Experience with Tableau or other tools.

    Education:  Bachelor's degree in computer science, information systems, statistics, mathematics or similar field, or equivalent work related experience


    Clearance:  Must have a TS/SCI clearance
