    USfalcon, Inc., recognized as one of the fastest growing, privately held companies in the United States, is seeking a Manager of Proposal Development to work in the National Capital Region (NCR) or Cary, NC area.

    Responsibilities

    • Ability to organize, prioritize and coordinate activities in fast paced-dynamic environment.
    • Review and analyze Requests for Information (RFI’s), Requests for Proposal (RFP's) and related documents to derive proposal structures and requirements.
    • Participate in corporate opportunity reviews providing leadership with status of proposal activities.
    • Create Compliance matrixes, Requirements Traceability Matrix (RTM) and proposal outlines.
    • Prepare supporting proposal development documentation. Develop detailed proposal schedule and proposal management plan (PMP) and ensure adherence to all deadlines.
    • Obtain appropriate writing and SME resources and conduct meetings with SME(s) as needed.
    • Develop basic proposal graphics and oversee development of graphics.
    • Provide research assistance, write portions of the proposal (as required) and supervise author input.
    • Coordinate with HR Manager in identifying personnel and recruiting potential candidates for contract.
    • Coordinate with corporate resources to obtain data for all required areas of proposal (i.e. security, Past Performance, management).
    • Facilitate all color reviews (pink, red and gold) and ensure entrance and exit criteria are met for each review.
    • Implement and adhere to developed proposal processes.
    • Provide support and guidance to all personnel involved in the proposal effort and resolve issues as needed.
    • Perform substantive reviews of both text and graphics, verify color review comments and recommended changes are incorporated, ensure the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria.
    • Effectively manage proposals of all sizes through the entire proposal life cycle, from the bid decision process through production and delivery.
    • Coordinate proposal activities across a broad range of personnel, including upper management, technical staff, editors, graphic designers, and subcontractors.
    • Assist/coach technical personnel in making proposal contributions.
    • Understand and communicate the benefits of technical matter to non-technical audiences.
    • Assess personal performance, capture lessons learned, and continuously refine processes.
    • Additional duties as assigned.

    Qualifications

    Required Skills:

    • A minimum of ten (10) years demonstrated experience with successful government/military proposal development (including proposals valued at $100 M and above) is highly preferred; however, equivalent types of experience will be considered for exceptional candidates.
    • An additional five (5) years of direct relevant experience may be substituted for educational requirement.

    Desired Skills:

    • Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook).
    • Strong communications skills (written and verbal).
    • Ability to collaborate effectively with personnel at all levels, from subject matter experts to company executives.
    • Strong process orientation.
    • Flexibility in the face of rapidly changing circumstances.
    • Commitment to continual process refinement and self-improvement.
    • APMP Practitioner or Professional certification.
    • Strong technical writing capability.
    • Advanced proposal graphics development

     

    Education: Bachelor's degree in English, Journalism, Communications, Business, Marketing, or related field, from an accredited institution.

     

    Clearance: Ability to obtain a Secret clearance.
