  • Overview

    USfalcon is seeking a specialist to provide senior-level DOD contracting advisory support to Joint Improvised Threat Defeat Organization (JIDO), J8 Acquisition Business Office. This position will require the individual to function in a contraction subject matter expertise role, in support of customer Program Manager (PM), Branch and Division leadership objectives and requirements. Duties include providing DOD Acquisition, Program, Planning and Budget and integration supporting across assigned programs and projects. Key aspects of this position involve direct communication, interface, interaction, and coordination with internal Division and Branch leadership, internal program team members, external leadership, and key program stakeholders. Full time contracting support / Part time acquisition analyst support. This position is located in Arlington, Virginia – Crystal City offices.

     

    Responsibilities

     

    • Provide advisory support for contracting management, program planning and integration support of Improvised Threat Technologies. This includes support in the general areas of contract management, scheduling, test, logistics, interactions with JIDO, DTRA, Program Management Offices.
    • Independently apply expertise to various project / program initiatives: investigate, analyze, plan, design, develop, implement, or evaluate solutions for project / program contracting efforts; provide subject matters expertise on contract issue resolution and recommendation support to achieve desired program outcomes; and have specialized expertise that may include, but not be limited to, the following functional areas: acquisition, logistics, maintenance, supply, and contracting.
    • Provide ability to analyze operational capability requirements; determine technical solutions, certification and equipment readiness; and monitor the status of Contractor-generated technical data, technical manuals and engineering changes.
    • Assist the PM by providing advisory and draft contracting documentation support for the development of acquisition management, program planning and integration correspondence and other program products.
    • Assist the PM by coordinating draft correspondence, and securing JIDO, DTRA, Program Management Offices leadership approval prior to distribution.
    • Assist the PM by providing advisory assistance for contracting and acquisition management to include the coordination and tracking of contracts, invoices, and contract modifications.
    • Provide advisory support for acquisition management, program planning and integration support of Improvised Threat Technologies. This includes support in the general areas of acquisition management, scheduling, test, logistics, and interactions with JIDO, DTRA, Program Management Offices.
    • Independently apply subject matter expertise to various project / program initiatives: investigate, analyze, plan, design, develop, implement, or evaluate solutions for project / program efforts; provide expert-level issue resolution and recommendation support to achieve desired program outcomes; and have specialized expertise that may include, but not be limited to, the following functional areas: acquisition, financial management, information management, and contracting.
    • Provide ability to analyze operational capability requirements; determine technical solutions, certification and equipment readiness; and monitor the status of acquisition technical data, technical manuals and engineering changes.
    • Provide advisory assistance in translating stated requirements into recommended contract document, including, but not limited to, Performance Based Statement of Work (PBSOW) and SDRLS.
    • Provide advice and support in the program plans, acquisition management plans, Program Protection Plans, participate in fact-finding and make recommendations to the PM as required.
    • Assist the PM by providing advisory and draft contracting documentation support for the development of acquisition management, program planning and integration correspondence and other program products.
    • Assist the PM by coordinating draft correspondence, and securing JIDO, DTRA, Program Management Offices leadership approval prior to distribution.
    • Assist the PM by providing advisory assistance for acquisition management support functions.
    • Assist the PM by providing advisory assistance and support for the development, population and maintenance of databases for the storage, retrieval, and tracking of key program metrics, and other program data as required.

     

    Responsibilities and Daily Tasks:

    • The position will assist in the development and maintenance of rapid acquisition assessment framework to include and develop best practice in rapid procurement and lessons learned based on J8 Acquisition Program and quarterly assessments presentations.
    • Maintain and improve the J8 Program Integrator (PI) and System Integrator (SI) Standard Operating Procedure (SOP).
    • Assist the PM by acting as a lead in the development and execution of Plan of Action and Milestone (POA&M) activities for assigned projects related to the new and advanced improvised threat technologies.
    • Assist the PM by providing advisory and draft documentation support in planning, developing, and staffing products such as senior-level briefings, correspondence, reports, databases, websites and other products.
    • Assist the PM in reviewing specific or general JIDO, DTRA, Program Management Office processes and procedures and provide recommended process improvements for government consideration.
    • Assist the PM by providing advisory input into the planning, organizing and facilitation requirements for various meetings, to include telephone and video conferences.
    • Document and perform gap analysis on standard business processes.
    • Assist the Contracting Officer (KO) in identifying required, or by recommending potential FAR or DFARS clauses for government consideration.

    Qualifications

     

    Required Education, Skills, and Experience:

     

    • Significant DoD Acquisition Management / Program management experience
    • Significant DoD Contracting Management / Program management experience
    • Prior experience managing ACAT level Programs
    • Working knowledge of Pentagon operations
    • Excellent communication and organizational skills
    • Active Top Secret clearance with SCI eligibility 

     

    Desired Skills and Qualifications:

    • MBA, MA, or MS degree in a related field
    • Prior JIDO (JIEDDO/JIDA) experience
    • Professional certifications (e.g. PMP, CPA, CDFM, CGFM, CISA, CIA, CEA)
