    USfalcon Inc., is seeking a Business Analyst to provide project management and program support for PMM 172, a Software Management Program Office that supports a government strategic sourcing effort to deliver software license management and consolidate, centralize and streamline the acquisition and management of Enterprise Software Licensing (ESL) Agreements.

    Responsibilities

    • Perform research and assist the team lead and/or client to develop recommendations to implement transition and integration strategies of future software applications that will have minimal impact to users.
    • Assist with the development of future acquisition strategies with detailed cost savings and risk analysis and incorporate into project plans.
    • Provide guidance to contract teams to deliver to contract objectives.
    • Ensure client deliverables are timely, complete, and of the highest quality.
    • Provide program management and support with acquisition processes including analysis of alternatives, cost benefit analysis, cost metrics and contract management.

    Qualifications

    One (1) to Five (5) years’ experience as a Program Analyst preferably in an IT Software environment handling projects related to software inventory management.

    • Previous experience in researching and analysis (business case analysis) assessing the utilization of software applications desired.
    • Demonstrated successful experience in tracking details related to projects and users support issues through the full software product lifecycle.
    • Strong written and verbal communication skills, clear and concise communications must be second nature.
    • Experience with a standard acquisition processes including analysis of alternatives, cost benefit analysis, cost metrics and contract management is strongly desired.
    • Direct experience with either Department of Defense (DoD) Enterprise Software Initiative (ESI), Joint Enterprise License Agreement (JELA) or DON Enterprise Software Licensing (ESL) related to the mission and ongoing initiatives is strongly preferred.
    • Prior experience working with or for Oracle a plus.
    • Recent (with in the past three years) knowledge and experience with Department of the Navy (DoN) CIO, NGEN or SPAWAR Command structure, competency aligned organizations and program and acquisition management processes to effectively guide and manage assigned contract team to deliver to contract objectives preferred.
    • A high degree of proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) with a familiarity of MS Project and Visio.   Specifically a strong Excel knowledge and application of formulas and pivot tables for financial management and reporting.
    • Ability to work independently and as an effective team member.
    • Secret security clearance.
    • Prior experience working within a Department of Defense (DoD), Navy or Marine Corps environment highly preferred.
    • Bachelor’s Degree from an accredited university preferably in Computer Science, Information Technology, Engineering or Business Administration. Master’s or MBA preferred.
