    RGS a USfalcon company is seeking a senior level Contracts Specialist to work onsite at the Washington Navy Yard until November '18 and then onsite in Reston, VA.. This Senior Contracts Specialist will provide contracting support by direction of the Next Generation Enterprise Network (NGEN) Re-compete Office, and will be responsible for the oversight and management of NGEN-R projects, including; planning, organizing, managing, oversight of Service Providers in a contracts management function, and the management of internal projects that will be retained by the Government.



    • Draft contract clauses and other Pre-Award contract documentation that requires little to no modification by the Government project team.
    • Develop, maintain and improve the standards, templates and artifacts for managing projects in a way consistent with both industry leading practices and NGEN requirements.
    • Assist the project team with development of business case analysis, associated requirements, conduct project planning and schedule oversight, manage project schedules, identify and manage project risks, identify, capture and analyze project performance metrics, provide project updates and provide brief but substantive status reports to senior leadership commensurate with their executive responsibilities.
    • Independently develop and communicate senior-level point papers, briefings, and correspondence, including pre-screening read-ahead and draft executive summaries as requested.
    • Assist with preparing, coordinating and staffing contracting documents to support submissions, reviews and milestone decisions.
    • Track acquisition documentation (statutory and regulatory) progress and advise of potential delays to include recommendations for way forward.
    • Coordinate and/or attend working group and Integrated Product Team (IPT) meetings.


    • 15+ years direct experience providing support to a Procuring Contracting Officer (PCO), preferably in a Navy Program office

    • Must have previously held a Procuring Contracting Officers (PCO) warrant

    • 15+ years direct federal contracts management client support

    • DAWIA II/III Certification in Contracting

    • Prior experience with Navy contracting (1102)

    • Prior experience with Navy/Marine Corps Pre-Solicitation contracting activities and Source Selection contracting activities, industry standard prices and negotiation positions for CLIN items

    • Advanced experience and knowledge working with FAR and DFAR interpretation

    Desired Skills/Education:

    • Former O-3 to O-5 Military leader/ Contracting Officer
    • Master's degree
    • Active Duty Navy/Marine Corps Contracting experience

    Education: Bachelor's degree required.  Master's degree preferred.
