    RGS, a USfalcon company is seeking a Senior Budget Financial Analyst to provide comprehensive business financial management to PEO EIS PMW 250.


    • Support the management and execution of budget and financial elements of Navy PEO EIS Programs and systems to include planning and programming, cost estimating, financial management and execution functions, spend plan development and financial execution metrics tracking and reporting.
    • Prepare, review, and verify appropriation and IT budget exhibits in support of the Department of the Navy Budget Review, Office of the Secretary of Defense Review, and the President's Budget submission to Congress.
    • Support the preparation and update of financial execution data calls as required by the Program Office, Resource Sponsors, SPAWAR Comptroller, SPAWAR BFM, Congress, OSD, and FMB.
    • Prepare and submit financial status briefs, funds execution status reports, weekly financial activity reports, travel status reports and funding document log updates.
    • Create and prepare various Operation and Maintenance (O&M) funding documents in Navy Enterprise Resource Planning (ERP).
    • Experience in Tri-Annual Review process.


    • At least 6-8 years of experience providing functional financial analyses in a related field within a Department of Defense (DoD) or DON activity
    • DoD Budget and Execution experience 
    • Navy Program Objective Memorandum (POM) experience
    • Familiarity with PBIS Financial Database
    • Familiarity with Navy ERP
    • Ability to work in a fast pace environment, meet short-fused deadlines, and meet mandated DoD budget exhibit deadlines
    • Experience coordinating across multiple organizations
    • Ability to analyze financial data and provide recommended COAs to the client
    • Able to develop Executive Level Briefs with limited to no supervision
    • Strong writing and outstanding verbal communication skills and customer relationship management
    • High degree of proficiency in Microsoft Office products; namely, Word, Excel, and PowerPoint
    • Cooperative, team player who is willing to learn and develop professionally
    • High proficiency in Microsoft products including Word, Excel, Access, and PowerPoint
    • Must be well organized, detail and process oriented


    Education: Bachelor’s Degree in Business, Accounting, Finance, Mathematics, Statistics, Economics, or related field from an accredited program


    • CDFM Certification
    • Defense Acquisition Workforce Improvement Act (DAWIA) Level II (or industry equivalency) certification in Financial Management is desired but not required


    Work Loction:  Arlington Support Facility; position will be moving to the Washington Navy Yard in near future
